Availability of Resources in the District
The primary focus is to enable the decision makers to find solutions on
availability of equipment and human resources required to combat any emergency
situation. A District Disaster Resource Network has to be established to collect,
compile and update information on resources available and integrate with the GIS –
based state resource network for timely use. The different agencies involved at the
time of (i) collection and compilation, (ii) creating GIS based network and access, (iii)
maintaining and updating the network needs to be identified.
Details of Resources Available in District
The stakeholders as identified from above table includes the Fire and Emergency Services
Department, Civil Defence (SDRF), Para Military Forces, Traffic Police, Forest
Department, Police, Irrigation & Flood Control Department, Power Development
Department, Agriculture Department, Horticulture Department, Food Civil Supplies &
Consumer Affairs Department, Veterinary Department, Animal Husbandry
Department, Health Department, Education Department, Social Welfare, Red Cross,
Sub-Divisional Magistrates, Block Development Officers, NGOs. The availability of
resources should be regularly monitored and updated on IDRN Website to combat
any emergency situation in the District. Information in the database will enable
stakeholders in DRR to assess the level of preparedness for specific hazards.
A detailed resource inventory of the District has been formulated and is available on the official website of District Kulgam and the same will be updated annually.

Flood Preparation
Flood Duty Chart has been formulated by the Flood Control Division
Kulgam, wherein 08-member District Coordination Committee has been framed with
District Development Commissioner as its Convener, as reproduced below.
Moreover, Flood Control Division has identified --- locations in the District which are
prone to floods, as experienced during the deluge of September 2014, as under:-
Tehsil Flood Committees Kulgam
After identifying the flood-prone areas through proper survey and vulnerability
mapping, Magistrates have been designated for each Tehsil. The Officer In-charge
shall have the responsibility of verifying and assessing the damages caused due to
the flood and communicating the same to the higher authorities for immediate
necessary action:-
Zonal Flood Committees Kulgam
Zonal flood committee, Kulgam shall have jurisdiction comprising of Nallah
Veshew, right bank from D/s Nehama Bridge to Nayina including Vethvethroo nallah
from Mandhole and Sandran nalah D/s Veshew and left bank from D/s Nehama
bridge to Nayina Sangam. Zonal committee shall monitor the working of sector
officers/beat officers detailed for duty in the jurisdiction. Zonal committee shall have
03 sector officers for the entire jurisdiction of Kulgam.
The sector officers shall monitor the working of various beats falling under
their respective sector by patrolling the jurisdiction allotted. Sector officers shall
maintain a complete record of materials lifted/consumed in various beats and shall
ensure the return of un-used articles after flood duties and shall submit a detailed
report/ accounts of consumed items to member secretary.
The beat officers shall ensure the gearing up of staff.

Capacity Building
Training of Volunteers
All the 300 Village Community Volunteers have been identified by the concerned
Tehsildars. Moreover, 185 volunteers Education Department, 100 SDRF Volunteers,
20 Red Cross, 45 Health Department have been identified. The list of the same has
been received by this office. The training will be provided in consultation with Disaster
Management, Relief, and Rehabilitation& Reconstruction Department. List of
Volunteers has been incorporated in the Resource Inventory of the District.
200 volunteers have undergone 1-day Training Programme by Army, SDRF
component Kulgam.
Awareness Programmes / Mock Exercises
Mock exercises on Disaster Management and Mitigation are being conducted
from time to time in various institutions/locations across the District through SDRF
Component Kulgam and NGOs.
In the year 2017-18, 12 programmes have been conducted by the DDMA, Kulgam
in various parts/institutions of the District.
Moreover, Chief Education Officer Kulgam has been directed to conduct
awareness programmes about the disaster preparedness in all the schools of the
District.
